William Basinger, CRM

William graduated in 1998 with a BA from St. Edward’s University in Austin, TX. He spent 7 years performing contracts administration in telecommunications before joining the Records Management ranks in 2007 where he managed an in-house records center at AT&T Wi-Fi Services. William is currently VP for the Information Lifecycle Management team at BBVA, where he started in 2010 managing vendor consolidation, retention schedule creation, training development. Most currently he is leading the team implementing an electronic information management solution to organize and manage the structured and unstructured data across the company’s footprint. William has been an active member of ARMA since 2007. He has served on the Austin ARMA Board as Newsletter Editor, WebMaster Co Chair, Vice President, President and Immediate Past President. He is currently a Chapter Advisor on the Southwest Region leadership team for Governance and Operations. He achieved his Certified Records Manager certification in Mar of 2016 and received his certificate in Understanding the Generally Accepted Record Keeping Principles (the Principles) in 2014.

Ellie Maier, CRM, CBCP

Ellie Maier, CRM, CBCP, is the Corporate Records Manager for CITGO Petroleum Corporation. She has designed RIM/IG programs for the past 30 years, as a consultant and practitioner, and coaches on best practices in the field. Ellie crafts and customizes approaches for organizations to practice true compliance with high adoption goals. She is creative with her approach, whether that involves writing and publising documentation, delivering training, and/or mentoring others in the industry to develop and achieve high standards in the RIM/IG profession. She does this with limited resources, online methods, and working through liaison networks and associated management support to achieve “Best-in-Class” programs. In her present position as the “Corporate Records Manager” for CITGO Petroleum Corporation for the past 10 years, she directs enterprise-wide RIM Program initiatives for more than 4,000 employees and contractors to practice compliance for enterprise-wide governance of all data, documents, records, and information. Ellie is a Certified Records Manager, a Certified Business Continuity Professional, holds a “Change Management” certification from from Prosci®, and has a SharePoint® for Records Management Certificate. She is bilingual in Dutch, her country of native origin and partially fluent in Spanish. She has published several articles, presented at local and international venues, and received the 2007 “Britt Literary Award” from ARMA International and the 2016 “Alan Andolsen Mentor of the Year Award” from the Institute of Certified Records Managers (ICRM). She currently serves as the 2018-1019 ICRM Secretary/Treasurer for the ICRM and the ICRM Committee Manager for the Houston ARMA Chapter.


  Emily Martin, CRM, MLIS

Emily Martin has worked in records management for fourteen years. She is the Records Management and Library Services Director at Stone Pigman Walther Wittmann LLC in New Orleans. She holds a Bachelor's degree in English and a Masters in Library and Information Science. She became a CRM in 2016, and since that time, she has been a grader for Part 6 and a presenter at SW Region CRM Conferences. In 2017, she helped her firm transition to a "paper-lite" environment. Active in the Greater New Orleans ARMA Chapter, she served as chapter president, vice-president, secretary and board member. She joined the ARMA Southwest Region Team in 2014 and currently serving as the Chapter Advisor for Education and Programming. When not working, she is hard at play with her three young children.

  Rick Stirling

Rick is the President of WesternIM and a recognized expert and pioneer in the Information Management community in both Canada and the United States. From his 50 years in the IT field to his involvement in the delivery of the first content management and electronic records management software solutions ever created Rick is one of Canada’s most respected authorities on Information Management. Over the last two decades Rick has specialized in the strategic and business development of the information management profession and implementation of electronic solutions in both the public and private sectors. Often called upon to provide workshops focusing on strategic planning and Information Governance, Rick is a frequent speaker at events in both Canada and the US.

Rick has served ARMA International and the Information Management Profession in the following capacities: 

·           Technology Advisory and multiple International Conference Program Committees
·           Trustee on the Educational Foundation Board
·           Region Manager, President and Marketing Director for the Canadian Region
·           Member of the International Board of Directors
·           Member of the task force that authored the ARMA “Generally Accepted Recordkeeping Principles”
·           member of the Information Governance Professional (IGP) task force that authored much of the original IGP certification material
·           Former Chair of the Information Governance Professional Certification Boardcurrently as a member of the IGP exam committee


  Judy Sitton, FAI, CRM

Judy Sitton is a Certified Records Manager currently employed as an Information Governance Analyst for Kinder Morgan, Inc. in Houston, Texas. Judy is co-author of Managing Active Business Records published by ARMA International in June 2014. Judy has also authored several articles for national publications. Her article ”When the Right to Know and the Right to Privacy Collide” published in Information Management Journal is required reading for multiple university classes in the United States and is on the suggested reading list for University College in London. She is a past board member of the Institute of Certified Records Managers Board of Regents, was an Advisory Board member of the DeVry University Health Information Technology program, and served as President of ARMA Houston. She was inducted in to the ARMA International Company of Fellows in 2017.
